The Obligation

CBAM is live. Are you
above 50 tonnes?

From January 2026, EU importers above 50 tonnes/year of CBAM-covered goods must register as Authorized Declarants and comply with three mandatory tasks.

1

Register as Authorized CBAM Declarant

Registration is mandatory. Without it, you cannot file your declaration and face potential customs suspension.

2

Calculate embedded carbon per shipment

Using EU Commission methodology (Implementing Regulation 2023/1603). Manual spreadsheets are complex and error-prone.

3

File annual CBAM declaration by Sep 30, 2027

Submit to the EU CBAM Registry in Annex IV format. Incorrect declarations carry financial penalties.

Current options: DIY with EU Commission Excel (complex, no guided UI) — or enterprise tools starting at €10,000+/year. Nothing in between. Until now.

Goods in scope
Steel & Iron products
Cement
Aluminum
Fertilizers
Hydrogen
Electricity
Imports above 50 tonnes per year from non-EU countries are in scope. Micro-importers below this threshold are exempt.

FAQ

Common questions

No. The 50-tonne annual threshold exempts micro-importers. If your total annual imports of CBAM-covered goods (steel, cement, aluminum, fertilizers, hydrogen, electricity) from non-EU countries are below 50 tonnes, you are not required to register as an Authorized CBAM Declarant or file a CBAM declaration. You're free.
CBAM currently covers: steel and iron products, cement, aluminum, fertilizers, hydrogen, and electricity. If you import any of these from outside the EU and your annual volume exceeds 50 tonnes, you're likely in scope. The EU Commission provides the full CN code list in Annex I of Regulation (EU) 2023/956. When in doubt, check with your customs broker.
No. CBAM Toolkit is an independent compliance tool. The EU Commission provides official guidance but no guided calculation or declaration tool for importers. You remain responsible for verifying your declaration before submission to the EU CBAM Registry. Our calculation methodology is based on the EU Commission's published Implementing Regulation 2023/1603, and we link to the official source within the product. We are not affiliated with the EU Commission or any national customs authority.
The calculation uses the EU Commission methodology from Implementing Regulation 2023/1603 and live EU ETS carbon prices. For standard import scenarios with goods from non-EU countries that have no carbon pricing equivalent, the estimate is designed to be a reliable planning baseline. Complex cases — multiple shipments with mixed origin, goods with partial carbon pricing already paid in the origin country, or non-standard production processes — should always be verified with a customs advisor before official submission.
